  17. <p>     Among Western nations in the path of the East European
  18. exodus, Greece is the destination of choice for shepherds.
  19. First, hordes of penniless Bulgarian shepherds showed up sans
  20. flocks. Then Albanian shepherds started pouring in, bringing
  21. along their herds. Athens sent the Albanians home but kept the
  22. animals. Sheep without shepherds + shepherds without sheep =
  23. solution, yes? No. E.C. rules prevent Athens from exporting,
  24. selling or giving away the sheep. Athens is now seeking aid to
  25. provide the Bulgarians with fresh flocks. Meanwhile, the
  26. Albanian sheep are not long for this world. Anybody for shish
  27. kebab?
